In 1911 Congress enacted the unconstitutional Public Law 62-5 which limits the number of Representatives to 435. This law has had the direct effect of limiting our representation in government ruining our society through special interest legislation.

Many of the problems in our society can be traced to the fact that the people elected to public office do not represent the interests of the 99% and are therefore incapable of advocating on behalf of the 99%.
We blame Wall-Street, but Wall-Street does not make the decisions, Congress does. Congress makes the decisions that benefit Wall-Street because Wall-Street bribes Congress with money. Congress does not have to take the money, but it chooses to.

On November 1, 2011 noted radio, (KGO 810), talk show host and former presidential candidate, Gene Burns stated, “It is clearly a bi-partisan problem neither political party gets a pass…corporate America has bought and paid for this government through their K-Street lobbyists…and we have got to take the government back from those self interested individuals and the people they represent.”
How do we take our government back? We take the government back by voting every incumbent out of office who refuses to amend the Constitution to proportional representation?
Warren Buffett put forth the idea that he could fix the U.S. deficit in 5 minutes by enacting a Constitutional amendment requiring that all sitting members of Congress be ineligible for re-election any time there is a deficit of more than 3% of the GDP.
Mr. Buffet also put forth the following “Congressional Reform Act of 2011”:
No pension, no health care, no pay raise, lawful accountability and a voiding of all contracts. Mr. Buffett then asks every person to pass the information on to twenty others via email.

The only way to force Congress to do the will of the People is to place OURSELVES, the Average American Citizens in Congress by enacting “Amendment 28 – RESTORING THE REBULIC..,” which alters it to Proportional Representation.
Mr. Buffett’s plan does not remove the influence that Wall-Street and Corporate America have over Congress. Amendment 28 will forever severe the control that the 1% has over our government. Amendment 28 provides all of the details on how each member of Congress except one must reside in the State and District from which he/she hails from in order to be confronted by his/her constituency on a daily basis.
How do we make Amendment 28 a reality, you and I and everyone who signs this petition vows to vote out of office every incumbent who refuses to enact “Amendment 28,” and we continue to do so every election until Congress finally implements it.
Amendment 28 does not stop with correcting the corrupted Congress, it also repeals many of the damaging financial acts enacted by Congress while providing safeguards from future harm.
Amendment 28 puts limits on how big any bank or corporation can become and will push Congress to enact financial reforms that will benefit that average American worker. Amendment 28 burns the tax code to ashes and begins anew with a fairer and more lucid system that benefits everyone.

Mr. Buffet’s plan requires Congress to pay for their own health care, that doesn’t solve the problem of 50 million people who go without.
Amendment 28 forces Congress to provide the same health care plan to every citizen that Congress and all federal workers receive.
We’ve had Republican and Democratic controlled Congresses as well as an even mix holding the office of the Presidency over the last 30 plus years and our Nation in every arena is crumbling before our eyes. Whether its Obama or Romney in the Whitehouse our country and our lives will be in worse shape in 5 years from now.

We need to tack back our government through a powerful and effective means, the Amending of the Constitution granting us the 99% the right to participate in the our government which we are currently denied by the system put in place by the 1%.
The President did not end slavery. The States did not end slavery. Congress did not end slavery. The People ended slavery by standing up to the government and demanding an end to it.
Mr. Buffett asked everyone to inform twenty more people, we’re asking that you inform everyone you know and just get one person other than yourself to sign this petition and we’ll see what happens.
